System-gamers force others to pay for services

I’m miffed. I owe the IRS $800 again this year. It’s not that I owe, but the way that others get refunds. I know a woman who got an $8,000 refund because she is a single mother. But wait, she and the father of her children have lived together for five years. He works under the table for $15 an hour trimming pot plants. These people take advantage of those of us who don’t play the system, and we pay for it. Is she “single?” And should these people benefit from the programs that are in place for people who really need them?
