Marijuana-use laws must be enforced

Are marijuana users really going to abide by the law allowing its use only in private places? I am a new resident of Durango and don’t understand why people are not more concerned about allowing marijuana stores to be on Main Avenue, or even near it. My reason is this: I have already smelled marijuana while walking along Main Avenue, along the Animas River Trail and at city parks frequently. Granted, this may still occur even if stores are not allowed. So I guess the real concern is an enforcement issue. How strict is enforcement going to be in these public places? Let’s not forget that families frequent these areas. So the more accessible marijuana becomes, will the law crack down on this “no public smoking” clause? Or are non-users going to have to put up with the smell, just like we had to put up with cigarette smoking while eating a meal years ago?
