New intersection lacks outlet for gridlock

Now that the Colorado Department of Transportation has successfully eliminated the running lanes through the new U.S. Highway 160/550 interchange, has anyone given thought to what would happen if a fire engine, police car or emergency vehicle had to get through this mess when there is a stand-still gridlock? Why doesn’t someone call CDOT and ask if there is a plan B? Maybe they can drive over the new center dividers.
