Permanently affix dinosaur head to arc

With regard to the new city sculpture at the intersection of U.S. Highway 550/160 that looks like a bad set of false teeth for a smiley face (just lacks big, round black eyes), the city was willing to pay $28,000, plus undisclosed mounting and landscaping costs, for a sculpture that apparently few like. Why not pay a few hundred more to purchase the nicely done dinosaur head to permanently turn the existing whatever-it-is into something more identifiable and far more popular? Secondly, it would make giving directions easier (go to the intersection with the dinosaur skeleton statue). Me-thinks they gave the 28 grand to the wrong person.
