City Manager Ron LeBlanc's presentation to the City Council study session Feb. 10 regarding potential extension of water service in the Grandview area misrepresents actions taken by the council in 2006. The City Council ignored staff input and made a poor decision that rejected a coordinated effort of the KOA property, the McCoy property, Florida Mesa fire station, Florida Mesa Elementary School and Vista Montana subdivision to extend water to a developing area of the county.
LeBlanc's revisionist suggestion that the burden be placed back on those property owners to revisit that decision is irresponsible government at its worst. The council remains responsible for making a poor decision and should not expect others to redirect their efforts at the whims of fickle leadership.
A wise decision in 2006 would have allowed development to pay for water extension and would have paved the way for annexation of those properties at the appropriate time in the future. But Durango is not noted for its wise leadership in La Plata County.
