People have known for generations (pun intended) that water passing through a turbine can be made to generate electricity.
I have asked people from the Bureau of Reclamation why did they not install a Pelton type turbine generator at the outlet from Lake Nighthorse. I got some strange answers, but needless to say, it was not done.
Hydropower is clean sustainable energy. Hoover Dam provides electricity to 1.3 million homes and irrigation to millions of acres. Lake Nighthorse will do neither. Why not? The Bureau of Reclamation couldnt be bothered?
