Durango resident Royce Cowan moves his camp Tuesday to a new La Plata County-designated homeless camp on La Posta Road (County Road 213) across the Animas River from Walmart. Cowan says it has been difficult finding a place to live in Durango that he can afford with his two dogs. He has been living near the Durango Tech Center.
