Emergency officials assist injured pedestrians after a car plowed through a crowded farmers market in July 2003 in Santa Monica, Calif. The driver refused to be interviewed, and the vehicle was not equipped with a black box data recorder. Ten people were killed and 63 were injured. The accident provided impetus for the National Transportation Safety Board to urge that data recorders be required in all new vehicles.
